of obama's offer. what he's asking for in terms of tax increases is not that radical, it's way less than if we don't reach a deal. contrary to what you may have heard, republicans want to raise taxes too. shocker, right? >> the superficial take on this, the argument between democrats and republicans is between democrats who love taxes, just want to tax everything. and republicans who totally grover norquist taxes, they hate them, that is not true. to a degree that kind of disturbs me, actually, the two parties mostly agree on keeping the bush tax cuts. up to $250,000 in income, which is a lot of income. republicans and democrats want to keep all the bush tax cuts. that's way more than 80% of all the bush tax cuts. they agree on all of that, no argument. where they disagree is democrats want to raise taxes on any income over 250,000. and they'll accept at this point 400,000. and republicans, though, this is what people don't always know, republicans want to raise taxes too, they want to raise them on poor people. they want to let the stimulus tax cuts expire. those are tax cuts that

. look, the last minute, as tom cole said, the deals come together at the last minute. the last minute was really before christmas. as a practical matter, that is how these deals come together each of the last three years of the obama administration, on the budget, on deficit, on tax cuts years ago. they came together before christmas. it's hard to see how this works out at this point, to tell you the truth. there is a conference call at 2:30 among house republicans trying to decide what to do. we expect the leadership to let the rank and file know what their plans are. the speaker is not in washington. we understand he is in ohio of his home state. the president has landed here back at the white house in washington. it's unclear exactly where they go from here. essentially what john boehner is saying, you go first, harry reid. harry reid is trying to jam mitch mcconnell into allowing this vote to go forward without the 60-vote threshold, something that's necessary for virtually every vote here in the senate and mitch mcconnell says it's time for president obama to lead. the threshold

the last seven days. a week ago we were closer than we had seen before on a particular deal. john boehner made a big concession allowing tax cuts to rise on income over a million dollars. president obama countered with a big concession and saying that that should be $400,000 and have fixes to social security on costs of living adjustments on that. what ended up happening? john boehner retreated their plan b that mike viquiera was talking about that was unable to pass and now we are in the stalemate we are in now. we were closer than before. >> you touch on a good point. that's lost now in the media. we are going-over the cliff. last week they are $450 billion away from a deal. that's less than 1% of the federal spending over the next decade. in d.c. terms, 400 billion seems like a lot. that's a drop in the bucket in d.c. terms. it's amazing that small of a number killed a deal. >> if you are buying a house or a car and one person said look, i'm going at $1 billion. usually split the difference and do the deal. this time around, that didn't happen. neither was hoping for this. if h

cliff deal that president obama has sent over to senator leaders? >> well, the power of social media to get the word out. gop sources say in the conversation with the president, he indicated that he does have a bill he would like to bring forward to the hill today. they have not seen that. it would be a package to deal with averting the fiscal cliff. we can infer from that with what the president said before he went to the family vacation in hawaii that he wanted something that would be scaled down, not a massive grand bargain that would protect the current tax rate for people who earned less than $250,000 a year or perhaps a different figure if they reached that. but trying to protect the middle class. so officials here haven't seen it yet, but this is kind of today's volley in what has been this ongoing battle. house speaker john boehner has been saying the president must act and it appears the president is prepared to do that with another offer. and senate democrats would presumably be right on board with that. hopefully we will get details sometime this afternoon. then we'll see
